I would choose to start from a basic level. Currently, my focus of observation is human potentials and organization performance. Yesterday I am observing a new problem at my workplace. 95% people wasted their time while only 4% of them are serious about job. Thus, I am thinking from time management perspective to explore this topic. If they could use their time properly, their efficiency might be higher, I assume.

Hi Julian. Thanks for your contribution and welcome to the new forum system.
What do you have in mind when you say "PM Methods"? At its most basic, a PM (presumably Performance Measurement) method would be something arcane like "counting" or "weighing". But I suspect this is not what you mean...
To give other readers of the forum a chance to come up with any sort of useful answer can you clarify your question a bit?

Performance Managmenet framework =
Performance Management tool =
Performance Managment system =
